WHAT IS EVALUATION OF SUSTAINABLE DEVELOPMENT:
It is common nowadays to assess buildings from the energy intensity point of view. With the help of energy labels of building envelope according to ČSN 73 0540-2 the building envelope is evaluated in the light of heat thermal transmittance value. Energy performance certificate (according to the reg. 148/2007 Sb.) or energy audit (according to the reg. 213/2001 Sb.) serves for the evaluation of the total energy consumption in buildings. More and more, the criterion of primary energy usage is being applied for the evaluation of buildings, especially of passive houses (according to TNI 73 0329 and TNI 73 0330). In the context of global warming, reduction of harmful substances emissions (especially CO2) into the atmosphere is emphasized and so the evaluation of buildings in the aspect of production of these harmful substances is accented as well. The evaluation of buildings in the aspect of harmful substances production is handled in energy audit (according to the reg. 213/2001 Sb.).
The term sustainable development began to be relevant in the eighties of the 20th century. The awareness of the term sustainable development expanded in 1992 on the Earth summit in Rio de Janeiro. In the Czech Republic, this term first appears in the legislative act 17/1992 Sb.
Sustainable development enables present and future generations to satisfy their basic needs and does not decrease the diversity of the nature and maintains the natural functions of ecosystems.
For the evaluation of buildings in the aspect of sustainable development a number of methods have been developed in different countries. The most world known are American LEED, British BREEAM and Canadian GBTool. All these methods are based on a credit system which evaluates a set of different criteria of sustainable development. Upon the reached number of credits the building is categorized. The method LEED assigns the following categories: evaluated building, silver b., golden b., platinum b.. The method BREEAM assigns buildings: pass, good, very good, excellent, outstanding. Evaluation of –1 to +5 is used in the GBTool method, where 5 means the best evaluation on the level of the best accessible technologies (BAT).
